The following requirements are applicable to all burials.
The State of Arizona maintains the following legal requirements regarding burial of human remains:

A government issued burial permit (Obtained on you behalf by Horizon Funeral Care)

Burial must take place in a cemetery, or properly deeded private property.
Private, Municipal, and National Cemeteries may set their own requirements for burial. Common requirements include:

A casket/minimum container

Protection to prevent the collapse of grave after burial e.g. a grave liner or vault.

Cemeteries may have specific requirements concerning the type and style of marker
The National Memorial Cemetery of Arizona is federally operated by the Veterans Administration and provides the following benefits free of charge. These benefits make burial at the National Cemetery free, and have been earned by all Veterans:

Military Funeral Honors
These benefits are available to:

Soldiers, Sailors, Airmen, Marines, and Coast Guardsmen on active duty.

Veterans/Retirees of any of the regular Uniformed Services.

The spouse and any adult dependent children of the servicemember/veteran/retiree.
